Sir, Gaddafi was not a de jure leader since 1979 .[1] Even if Gaddafi was a de facto leader, Don't include Gaddafi as a de jure leader of Libyan Arab Jamahiriya. Just include the General-Secretaries of General People's Congress as a de jure leaders of Libyan Arab Jamahiriya.
