I attempted to at Draft:Baycu Noyan (fictional character), but the character does not seem to have enough WP:Notability with WP:Reliable Sources talking about the character. I wonder when there are enough reliable sources for some similar articles (like Halime, Hayme, Gundogdu) then why not for this one. Though he's among one of the most popular villains in the show. Have you tried to find sources for other villain articles, i.e., titus, petruccio, kurdoglu, ural and vasilius etc? I wish that may you find enough sources to create this article. Btw, I'm Empire AS.
