Hi! I undid your edit. It is understandable if you say Special wards of Tokyo are "a city in some sense, no doubt!". But not Tokyo. Because the article is about one of the Prefectures of Japan. I think you understand the difference between New York and New York City and you don't say "the State of New York? It's a city in some sense, no doubt! ". But that's what you did on the article Tokyo. Please read the article carefully. Your removal is the clarification for someone like you. If you disagree with me, please use the article talk page.
