The issue is less that you didn't explain your changes, and more that you removed content that was supported by reliable sources, seemingly because it didn't reflect well on Socialist Albania (political repression, allegations of totalitarianism, secret police, etc.) Yue gives good advice in their reply below. "Remove or blank." Please read Wikipedia's policies on reliable sourcing. You make it hard for me to keep my assumption of good faith when you immediately restore your problematic edit without addressing my comment, then remove a bunch of content in another article while claiming ignorance. Wikipedia has guidelines but the only one you need to be concerned about is if you make changes to sourced content, you need to provide alternate sources. You cannot just remove a bunch of content without explanation, and your explanation cannot simply be "I am improving the article by getting rid of 'incorrect parts'."
