WP:BAN (the entirety of which you should have read by now) states "The Wikipedia community can decide, by consensus, to impose a ban. Community banning discussions generally take place at the administrators' noticeboard or a subpage thereof." Below that in the community ban section it only says AN, not AN/I. This is likely just oversight. Wikipedia is not a court, our policies and everything else are determined by consensus. So even if the page said that, there are no reversals based on "improper venue;" such a concept does not exist on WP. A close exception might be certain noticeboards which refuse to hear certain types of disputes. For instance, content disputes are not allowed on AN/I, but that doesn't mean that an admin cannot take action against parties in a content dispute that happens to be posted in the wrong place if the community finds consensus to do so.
