Thank you for taking the time to review the article, and for helping me getting started. I have gone through all the links you suggested (and more) - please find hereunder the answers to the three questions you asked; followed by the reason I worked on this article in the first place.

QUESTION 1: Do you understand that Wikipedia is an encyclopedia, and not a business directory?

ManagEnergy is not a business, nor a resource for conducting business; it does not sell or promote any products.

ManagEnergy is a 100% public, non-for-profit initiative. It is a technical support initiative that belongs to the flagship Competitiveness and Innovation Framework Programme (CIP) of the European Commission. ManagEnergy aims to assist (mostly European) actors from the public sector and their advisers working on energy efficiency and renewable energy at the local and regional level.

It is an initiative of the European Commission’s Directorate General for Energy; managed by the Executive Agency for Competitiveness and Innovation, which is also a public body.

This initiative is of similar scope as U4energy , the Covenant of Mayors, Civitas, Energy Cities and ELTIS.

QUESTION 2: Do you understand that to be considered for an encyclopedia article, the subject must be notable?

Reason for writing this article in the first place

My intention was to enrich Wikipedia, as I came across this page, apparently dating from Oct 2007: http://en.wikipedia.org/w/index.php?title=ManagEnergy&redirect=no (I found it via a link from the Covenant of Mayors page).

I understood from browsing the tutorials that any new article on Wikipedia has the option of being re-read and re-written or approved by a (voluntary) Wikipedia author – is this not the case?

What other steps do you suggest I take?

Addressing the issues raised in your message & the blocking of the ManagEnergy username

Dear Hersfold and Wikipedia administrators,

Thank you once again for responding to my message. In response to your email, I now recognise why the ManagEnergy and subsequent usernames were blocked.

In the interests of clarity, I should confirm that you're correct in your assertion that the ManagEnergy username represented more than one person.

I'm not the author of the content of the ManagEnergy page, but was merely overseeing the uploading on his behalf.

Since receiving your message, the original author - Stefanos_Kar - has agreed to take on the responsibility for being the sole user/author.

As stated above, I request that you change the username to Stefanos_Kar, thereby transferring responsibility to the author.

Stefanos_Kar will also ensure that the content of the page is presented from a neutral point of view and is in keeping with the core pillars of Wikipedia's beliefs.

One person managing the account means One person writing, One person's creation, One person's views, One person's research, One person's work. Dear Wikipedia administrators,

I'm the original author of the ManagEnergy article and I can assure you that I drafted the text.

As I have no experience with the complicated system for publishing a page on Wikipedia, I asked Elena for help.

I regret that the involvement of more than one persons has caused so many difficulties.

As the author, I would like the username changed to Stefanos_Kar.

If it is not possible to make this change, please indicate what else I can do.
