Yugoslavs vs. Soviet people

The links in a "See also" section don't all have to be exactly the same or directly related to the topic at hand. In this case, the link to Soviet people is semantically similar - it's a pointer to another single nationality in a multi-ethnic country.

You could move the link to a slightly differently named section - "Compare". Otherwise I think that there is no confusion - if someone who doesn't know any circumstances actually clicks on the link and reads it, they will notice the extent of the relation.
