1) De jure Soveiet Russia i.e. Russian Soviet Federative Socialist Republic (RSFSR) was internationaly recognased as international legal entity and named USSR only after 1 February 1924, therefor before 1 February 1924 RSFSR was legaly unauthorized to recognise another state or conclude any contract or agreement with other states.
