Guideline and policy news
- Following a request for comment, the process for appointing interface administrators has been established. Currently only existing admins can request these rights, while a new RfC has begun on whether it should be available to non-admins.
- There is an open request for comment on Meta regarding the creation a new user group for global edit filter management.
Technical news
- Partial blocks should be available for testing in October on the Test Wikipedia and the Beta-Cluster. This new feature allows admins to block users from editing specific pages and in the near-future, namespaces and uploading files. You can expect more updates and an invitation to help with testing once it is available.
- The Foundations' Anti-Harassment Tools team is currently looking for input on how to measure the effectiveness of blocks. This is in particular related to how they will measure the success of the aforementioned partial blocks.
- Because of a data centre test, you will be able to read but not edit the Wikimedia projects for up to an hour on 10 October. This will start at 14:00 (UTC). You might lose edits if you try to save during this time.
Arbitration
- The Arbitration Committee has, by motion, amended the procedure on functionary inactivity.
- The community consultation for 2018 CheckUser and Oversight appointments has concluded. Appointments will be made by October 11.
- Following a request for comment, the size of the Arbitration Committee will be decreased to 13 arbitrators, starting in 2019. Additionally, the minimum support percentage required to be appointed to a two-year term on ArbCom has been increased to 60%. ArbCom candidates who receive between 50% and 60% support will be appointed to one-year terms instead.
- Nominations for the 2018 Arbitration Committee Electoral Commission are being accepted until 12 October. These are the editors who help run the ArbCom election smoothly. If you are interested in volunteering for this role, please consider nominating yourself.
Question about new WAKS translator
The regular online entry with the FCC says W291BV is still licensed to relay WGAR-FM, whereas only a construction permit currently exists to relay WAKS. Is there some other FCC link which clarifies this? Like a monthly/quarterly news release or something? Thanks. Levdr1lp / talk 21:33, 7 October 2018 (UTC)
- Oh, bless the FCC's little heart and their inconsistent information. I was triggered to have a look by the minor change application they had granted on September 28th (which is the construction permit you saw). But the authorization for the license to cover that's currently in effect - the one issued October 5, 2017 - already listed WAKS as their primary station. As for why the authorization is inconsistent with what's showing in their database? shrug emoji. Mlaffs (talk) 21:58, 7 October 2018 (UTC)

- (edit conflict) I must need some coffee-- I just realized that license to cover in that PDF was granted October 5, 2017-- not 2018. As someone who lives in Northeast Ohio, I can tell you that as recently as two days ago, 106.1 FM was rebroadcasting the HD2 digital subchannel of WGAR-FM (iHeartCountry Classics). Assuming that's still the case, isn't the actual over-the-air broadcast relevant here? Levdr1lp / talk 22:34, 7 October 2018 (UTC)
- My logical brain says that what you heard with your own ears should absolutely be relevant. My Wikipedia brain says we have to go by what the reliable sources say and, unless we can find a reliable source that disagrees with the FCC, they'd be it. My logical brain says that the FCC's inconsistency in their own records lends credence to the idea that we should put it back the way it was. My logical brain also says that it seems awfully odd that they should have a specific station listed as their primary in both their year-ago LTC and in their just-happened modification application, and it not be the one that they're actually broadcasting.
- Interestingly - at least interestingly to me - I learned only fairly recently that the FCC doesn't require licensees to get FCC approval before changing their primary station. There is a requirement to notify the FCC when you make a change so that they can verify you're still in compliance, but I've literally never seen anything in a correspondence folder about a change for any translator. I'd just assumed they were handled through an application process.
- They'd had a few silent periods over the last while, and they're operating under an STA right now. I wonder if there's any connection to this disconnect?
