Hi, a)no rule against emoticons in talk pages (a strict no in article pages), but generally avoid over usage of emoticons :-). My personal emoticon usage policy is to keep them to one per talk page post. Regarding "informal talk", it varies with user to user. Till you know the other user well, it is best to keep the talk formal and polite. (some of us dont mind being riffed, but some do mind being addressed familiarly by people whom they dont know). For instance, i dont mind being teased or addressed rudely, but there have been cases of cross cultural differences cropping up (what is harmless informal banter to one culture, sometimes is grossly offensive to some other culture)
b)No i am not an admin here.
c)editing your user page is similar to editing other pages. But right now, your page doesnt exist, so you will have to create it first. Just click the red link Photon7908, type something and save it. Once the page is created you can go about editing/formatting/tinkering with it.
