Your reason here: I am a regular editor with ~100 edits. I use a VPN for security(my main internet access method is a public network) and am always logged into my user account, but the VPN IP address range is blocked. I'm requesting permission to edit with my VPN on, as it continues to be a security risk to turn it off to edit. Would appreciate any help with this!

Given that your connection to Wikipedia is encrypted, you've provided no explanation for why it would be a security risk to edit Wikipedia with your VPN turned off. Furthermore, you've demonstrated you can edit with no problems, including earlier today, without IPBE. Therefore, I decline your request for IPBE at this time.
