I googled the phrase too and also came up blank so am inclined to agree with you that as a quote by Hart it is better left where you put it, in the trash. Actually every quote everywhere in wikipedia should have a reference, thanks for reminding me. Carptrash (talk) 04:40, 9 May 2016 (UTC)[reply]

Thanks for removing that content from East India Company. It was definitely in violation of Wikipedia's neutral point of view policy and almost looked like borderline vandalism to me.
