Procedural decline because this account isn't directly blocked so I can't unblock, and lifting a proxy block is something no admin does casually. I will refer you to WP:IPECPROXY where you can follow the instructions to request IP block exemption.

I usually end these responses at this point, but in this case I am a little wary. This account was created only three days ago, all the edits have been in userspace since, and when this request was posted originally a different IP was given, a private IP of the range that usually corresponds to routers, printers and such. Most of the time when we give people IPBE they have some sort of established history of editing. I will also warn you that a checkuser will be done as part of the process.
