Well, I'd agree that defining these terms and determining where to draw the dividing line is difficult - and I also agree that RER is equally problematic. I suggest you raise the question of these two systems on the talk page (and also your renaming suggestion, perhaps).

Assuming they get restored I think the opening date should be the date of inauguration of (eg) Supervia itself rather than that of the commuter lines that it took over.
