Hi there. After looking at the situation, the issue that is faced regarding the images is that the one that you point out is fair use, as opposed to free use - the image that it has been replacing is a free use image. Free use images should be used over fair use when they are available. I'll speak to the other editor regarding referring to such edits as vandalism, however.
