Copyright and other issues[edit]

I do not know what the deal between your friend and Scribd.com was: all we know is that the page bears the notice "Copyright © 2012 Scribd Inc." Even that is not particularly important; once material has been published, someone owns the copyright, and we cannot accept it unless we are convinced that the actual copyright owner agrees. The fact that someone on the end of a wire says that their friend wrote it, or even that they wrote it themself, is not enough. One important factor is that release under Wikipedia's CC-BY-SA license means that readers of Wikipedia are permitted to copy the text, modify it, and re-use it for any purpose including commercial, and the copyright holder has to understand and agree to that. This is explained in Wikipedia:Copy-paste and in more detail at Wikipedia:Copyrights#Contributors' rights and obligations.

But this material would not in any case be suitable, because it makes serious accusations, such as that named ministers sheltered and protected a known criminal, based on an unspecified "report". Wikipedia has a strong policy on WP:Biographies of living persons which includes:

"Contentious material about living persons... that is unsourced or poorly sourced—whether the material is negative, positive, neutral, or just questionable—should be removed immediately and without waiting for discussion."

That is a particular case of the general policy Wikipedia:Verifiability: "any material challenged or likely to be challenged must be attributed to a reliable, published source." See also WP:REDFLAG: "Any exceptional claim requires multiple high-quality sources."
