Fair use rationale for Image:Flyleaf.jpg[edit]

Thanks for uploading or contributing to Image:Flyleaf.jpg. I notice the image page specifies that the image is being used under fair use but there is not a suitable explanation or rationale as to why each specific use in Wikipedia constitutes fair use. Please go to the image description page and edit it to include a fair use rationale.

Wikipedia uses a set of image copyright tags to indicate this information; to add a tag to the image, select the appropriate tag from this list, click on this link, then click "Edit this page" and add the tag to the image's description. Our non-free content criteria states that non-free images which could be replaced by a free photo (ie. free photographs of the people which your photographs show can be obtained/created) cannot be used on Wikipedia. I spoke with our photographer today, who confirmed that all mugshots of elected officials and all photos taken by him (found on the MO House of Representatives domain at http://www.house.mo.gov) are considered public domain.
