How does one request an article one cannot address personally?

There is a mention of Economic Opportunism in the Opportunism article. Another aspect of Economic Opportunism is Gaming_the_system. I would rather request an article on Economic Opportunism in its own right, than redirect it to Opportunism#Economic_opportunism.

I am not qualified to write an article without assistance. How should I proceed?

Response to page changes
