If their page is deemed to be ok, can we not just do the same?

No - even if Wikipedia has pages that seem similar to ones you want to create does not mean we must automatically accept such articles. Indeed, it may well be that the page you link needs to be listed for a deletion discussion (I have not looked at it in depth and so take no position on it). Wikipedia has over 6 million articles, and only a few thousand volunteer editors to take care of them. It is possible for inappropriate content to go undetected and unaddressed, even for years. I haven't examined this other article to see if it is inappropriate as well- but other inappropriate content existing does not mean that yours can too. See other stuff exists. If you are interested in pitching in and helping to weed out inappropriate articles or other content, please do so.

i am creating a wiki page for a business, it is not meant for promotional purposes but purely as an information tool. I refer to other pages on Wiki such as Wonderbly, a similiar business that has theor own page. Please let me know if acceptable? I understand that the username being the same as the business broke the rules so happy to change to the name requested. Thank you.

Your choice of new username would be acceptable. However, you seem to have a common misunderstanding as to what Wikipedia is. Wikipedia is an encyclopedia, and not a place for businesses to tell the world about themselves. "Informational" purposes is considered to be promotional here, as Wikipedia is not for merely providing information. A Wikipedia article summarizes what independent reliable sources with significant coverage have chosen on their own to say about(in this case) a company, showing how it meets the special Wikipedia definition of a notable company. Wikipedia is not interested in what a business wants to say about itself, only in what others say about it on their own(i.e not a press release or announcement of routine business transactions). The vast majority of articles are written by independent editors who take note of a subject in independent sources and choose to write about it. Not every business merits a Wikipedia article, even within the same field- each article or draft is judged on its own merits. See other stuff exists. Please read about conflict of interest and paid editing. You won't be unblocked to, in the short term at least, edit about your business or anything related to your conflict of interest. If that is your only goal here, this is the end of the road for your Wikipedia career. If you want to be an individual, general contributor and edit about topics unrelated to your conflict of interest, please tell what those might be. I'll add that if you just want to tell the world about your business, you should use your own website, social media, or other alternative outlet where what you want to do is permitted.
