I'm a new editor, this was my first edit. The reason for the edit is to recognize potentially important pre-existing work.

Its true that this reference is to a proposal rather than a completed work, however I believe its significant because of its proposed use of a glass tube.

I'm working on an alternate tube design, which also uses glass.
