Yes, it is a valid link to a subsection of the Lieutenant Governor of Kentucky page. Unfortunately, that creates two consecutive links to the same article, which is undesirable per WP:OVERLINK. Multiple editors have reverted you and asked you to discuss this edit before re-adding it, which you have steadfastly refused to do. Not discussing disputed edits and waiting for consensus to form before repeating them is not an option if you wish to retain your editing privileges. You have been warned.
