In general, facts on Wikipedia require reliable (preferably secondary) sources for verification. However, there are common-sense exceptions, and this is one of them: if you can't find another source specifically saying that the cover is a painting by Biard, you can just mention it in the article without providing a source. It shouldn't be given too much weight IMO, because it's just one cover for the book—maybe there will be others in the future—but it's definitely something that can be mentioned without a source. This information can go into the infobox itself, or the article's body. It does not have to be comprehensive—I guess you'll want to mention the artist and the work, and link to the artist's page (links to Commons in the article text are discouraged). If you have information on why this specific cover image was used for the book, it's better to include the source behind this information.
Hopefully this answered your questions. Please let me know if you need additional clarifications. Incidentally, I remember this specific painting from the Louvre, because some high school students made ambient audio for it as a school project and played it in the museum.
