Repair of section on Arguments for Protectionsim

I am repairing the deletion of a large sectioon of this artical that had stood for some time. Please do not undo my restoration work without good cause.

Read the previous version. You can tell where sections have been hacked out.

The work of myself and others who've contributed to this article and in particular this section should be respected.
