Vandalism warnings

When you issue vandalism warnings, you're supposed to escalate them. uw-v1, uw-v2, uw-v3, uw-v4, then report to WP:AIV. You keep putting the same warning on User talk:68.231.132.50, and admins won't accept that you've issued them the correct number of warnings if you try to report them on AIV. You appear to be eligible to vote in the current Arbitration Committee election. The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process.
