The sources aren't quite there. The first is about a program, and this chef is just an example of what the program has done. The second is an interview and the chef is one of four interviewees. It might be enough if there were two other solid pieces of significant coverage. The third is significant coverage in a source reliable for such content, so that's one. The fourth is a bare mention in a piece about another subject. I suspect this chef is going to become notable, just give it some time.
