Er... sometimes? "Groups of like-minded editors may start new WikiProjects at any time and are encouraged, but not obligated, to propose them before doing so. Formal proposals have many advantages, including receiving valuable input, and saving a lot of work, and recruiting potential members." It really depends. You might want to read Wikipedia:Deletion policy and Wikipedia:Deletion process (and perhaps other relevant pages you might find that I've forgotten) before proposing/nominating it for deletion (if that's what you choose to do.
