More dramatic would be Enrico Fermi's April 1943 suggestion to Robert Oppenheimer that fission products from a nuclear reactor be used to poison the German food supply. To which, after talking the matter over with General Groves and James Conant, Oppenheimer wrote to Fermi: "I should recommend delay if that is possible. (In this connection I think that we should not attempt a plan unless we can poison food sufficient to kill a half a million men, since there is no doubt that the actual number affected will, because of non-uniform distribution, be much smaller than this.)"
In a related vein, I'm sure governments have created GMO versions of common cereal grains that concentrate harmful substances (say arsenic) and which could be used to contaminate food supplies if broadcast in agricultural areas or (more effectively) introduced into seed supplies.
