Multiple issues:

submission does not adhere to Wikipedia's neutrality policy, relying on overtly laudatory language in too many cases;

The comment the reviewer left was:

Wikipedia allows a wide range of citation styles, but there are limits. The style you devised is fragile, which is a serious problem on a collaborative platform. You should expect the draft to be "edited mercilessly" (ripped to shreds, more like) by many other editors. They will add, delete, and move text, inline citations, and sources. The citation style needs to be resilient enough to preserve source-text integrity throughout. I reworked the first ten sources as an example. Redo sources 11-32 in the same manner, and the inline citations to them.

There are also problems with the sources themselves. Instant Encore is user-generated content, so it is not a reliable source, and should not be used as a source. Replace it or remove the content that is based on it. Two of the first ten sources are dead links. Find working links to material that supports the content where cited.

For the statement "Mann's first conducting appointment was with the York Symphony Orchestra, the city's oldest amateur orchestra, with which he was active from 1989 to 1993", the draft cites http://yso.org.uk/. That page doesn't say anything about Mann. There's a similar problem with the passage:

Since 1999, Mann has made nearly forty recordings with a variety of labels, both mainstream (e.g., EMI and Warner Classics) and independent (notably, Dacapo, Bridge, and Toccata Classics). They feature an eclectic repertoire and include numerous premiere recordings.

One of the sources cited is https://www.bridgerecords.com/, but there's no apparent mention of Mann on that page.

Review the remaining sources for similar problems. There are numerous other issues with the draft, but the place to start is with the references.
