If we look at previous posts of past mayors of Heubach, we can observe that they have received significanty less coverage and have been deemed notable. In comparison, my article on Joy A. Alemazung includes over 24 references from and features images with prominent personnel. These elements establish a solid basis for notability and relevant sourcing. It's already been moved to draft once, please do not make a decision like moving my article to draft unilaterally, instead help fix it or create an AfD if there is an issue. @Wikieditor1579: It has nothing to do with notability. The article was mess grammatically, with poor referencing, unsourced content, formatting errors, illegal external links in the body, references that don't WP:V the content, and promotional editing including a big section of WP:PUFF.
