Could you please indicate why there is any difference between myself highlighting to residents of Montrose that there is a Facebook page, of no financial gain to myself, available for anyone to share stories and pictures compared to other "promoted" information on the Montrose page such as Music Festival, Beer Festival and Highland Games?

Nothing personal, I think your facebook page is great, it just doesn't belong here. I agree, there are a number of problems with promotional material in the Montrose, Angus article, and I will be removing a lot of it in due course. Unencyclopedic material that serves no purpose other than to promote an entity or project is simply unsuitable for inclusion on Wikipedia. See WP:PROMOTION.
