Function Details: For each uploaded image, does the following tasks:
- harvests image name, uploader, dimensions, tag, and text
- If no tag, adds {{di-no license}} and warns uploader
- If there is a non-free tag, counts the words in the description. If there are less than 25, tags {{di-no fair use rationale}} and warns uploader
- If there is a non-free tag and either dimension is greater than 800, tags image {{non-free reduce}}
