You study that culture and discover their classics, or you ask someone who has done so already, and find out what they say. Broadly speaking, fields that look at a culture are sociology and anthropology, though there are fields like literary criticism that will be more concerned specifically with literature per se. --Jayron32 15:14, 24 August 2018 (UTC)[reply]
Being a "classic" is just a level of recognition. Nobody has the authority to give or deny classic status, it just happens or not. Note that there's also the "cult classic", a classic but only among a certain group of people. Cambalachero (talk) 21:06, 27 August 2018 (UTC)[reply]
