Celebratory Noise Making?

Can someone point toward the state regulations regarding celebratory noise making in NY and NJ? For example, what law code covers intentionally using one's car alarm to signal joy in NJ, or banging pots and pans in NYC for the same reason? Thanks. μηδείς (talk) 02:32, 9 November 2016 (UTC)[reply]

For New York, this page [1] links to [2] which mentions (page 10):

No person shall make, continue or cause or permit to be made or continued any unreasonable noise[, except that this section shall not apply to any sound from any source where the decibel level of such sound is within the limits prescribed by another section of this title and where there is compliance with all other applicable requirements of law with respect to such sound].

Unreasonable noise shall include but shall not be limited to sound, attributable to any device, that exceeds the following prohibited noise levels:

Impulsive sound, attributable to the source, measured at a level of 15 dB(A) or more above the ambient sound level, as measured at any point within a receiving property or as measured at a distance of 15 feet or more from the source on a public right-of-way. Impulsive sound levels shall be measured in the A-weighting network with the sound level meter set to fast response. The ambient sound level shall be taken in the A-weighting network with the sound level meter set to slow response.

The definition of 34 (page 4) suggests impulsive sound may cover the use of pots and pans (but this is not legal advice). I can't see anything specifically covering the usage of pot and pans (or anything else) for celebration so I don't think there's any general allowance or limit otherwise. One problem is the PDF seems to be an unOCRed image PDF meaning you'll need to OCR it to search. For example, containers are defined, but I'm not sure why.
24-237 (page 20) seems to cover using a car horn. I suspect, but am lazy to check, that this is also covered by traffic regulations although perhaps these won't apply in a private car park whereas the section on using the car horn doesn't mention public right of way as some other sections limit themselves to. There is also mention of air horns installed in vehicles later.

Should measuring cups of instant rice be tapped to cause settling?

Will there be a recount in any state following yesterday's Presidential election? WRONG -- they support him because of his stance on the ISSUES (pro-life, pro-economic growth, anti-immigration, anti-Islam, etc.)! Recounts can occur if they're requested, but there's nothing in the news about it tonight for the presidential election. No point in bothering if it won't affect the outcome. At the state level, at least some states have to certify their election results by some point later this month, so in close state-level races there could be recounts. I don't see how this is helpful. It's true that it can sometimes be better not to reveal such personal details out of fear of colouring the responses, but sometimes it can also be helpful if it can give people an idea of what you're asking. More importantly, I don't think many will say you shouldn't mention you supported Clinton, or 4 or 8 years ago Obama or whatever. So ultimately whatever the perceived negatives of Trump it doesn't seem useful to say people shouldn't say they supported Trump but can say they supported the other ones.
