These two sentences are hard to understand, mainly because the phrase "absolute chemical environment" doesn't make sense. But I presume the word "absolute" is a translation of "aбсолютный", which can also mean "perfect", and "perfect chemical environment" does make sense. I.e., I think the intended meaning of these two sentences is something like: "I think that oxides are the ideal chemical environment.
