I thought it was images as appropriate, rather than a requirement. And I notice that SandyDancer has now amended WP:GVF to remove the above statement. I'm looking into the question of the images. It appears likely that the oft used image of Victoria Climbié is a fair use image, but I don't wish to simply upload it and have problems later, so I'll be looking into getting permission to use it. I put policies in quotes because I suspected as much. (Since when is she a dancer? Did she find on over-turned chocolate truck?) In any case, you could also go for an image of one of the hospitals, the courthouse, etc. It doesn't necessarily need to be of Victoria Climbié.
