Project banner on Category talk pages[edit]

Why don't these categories generally carry the project banner on their Talk pages? An hour ago there were about six with talk pages recently deleted, per this notice.

I added a couple of them (two?) before recognizing the pattern and determining to ask questions here.

Beside any good reasons why a project should take responsibility for categories, the project banner informs visitors that the project exists. --P64 (talk) 19:35, 7 May 2012 (UTC)[reply]
