I tried to create templates for a few more municipalities based on those already done by Blofeld of SPECTRE, but am not sure how to upload coats of arms so that they are not deleted as per Non-free content criteria. I tried to upload images for some (Radovljica, Jesenice), but these were promptly removed from the template. Others (Žirovnica, Kranjska Gora) whose coats of arms were already uploaded do not seem to have the same problem, though their licence is not clear. Surely the use of a 14 px image in a template title bar is fair use? Any ideas anyone? Kaktus999 (talk) 15:22, 7 May 2008 (UTC)[reply]

The use of non-free content in a navigation template title bar is by all means not a fair use. It qualifies as such only if its presence would significantly increase readers' understanding of the topic, and its omission would be detrimental to that understanding (see WP:FAIR). I doubt any of these coats of arms are really public domain even though they were uploaded to Commons as such. OK, thanks for clarification. It was only because the coats of arms were used in the templates of other municipalities that I tried to use them.
