Looks good! I'm not sure about this paragraph:
"if incorporation has not happened by March 2009 then new elections will be held, and if there has not been an AGM by 6 months after incorporation then the Wikimedia Foundation will withdraw any trademark licenses and chapter status granted."
Although this has been agreed by the community, I dont know what the Board will actually do - they haven't actually signed up to this (perhaps they will at the first meeting). And WMF hasn't agreed to withdraw anything yet either.
My suggestion:
"the community has agreed that if incorporation has not happened by March 2009 new elections will be held, and if there has not been an AGM by 6 months after incorporation then the Wikimedia Foundation will be asked to withdraw any trademark licenses and chapter status granted."
