Not true: Herbert Hoover was Secretary of Commerce, an appointed position, but had no prior elected or military positions. Trump, however, will be the first president with no previous governmental or military position. (Interesting aside: apparently William Howard Taft's only prior elected position was a local judgeship over two decades before he became president.) Herbert Hoover and William Howard Taft proved themselves to be a competent administrators at least once before becoming President.
