The term "cess" is commonly used in railway terminology to represent the area between the outermost rail and the boundary fence. It includes the Dager Zone and the Safe Place.
I believe, although this cannot be proven, it represents the run off from the permanent way. The other explanation I have that it means the access to the "perway"
Could anyone shed some light on this.
