The result of the move request was: Consensus that the city is not the primary topic, and a weaker consensus to put the dab at primary. Opposers haven't attempted to contest Crouch's original point that the city is not primary in reliable sources, even discounting pageviews. Perm (disambiguation) → Perm
Perm → Perm, Russia

– No clear primary topic, Perm (hairstyle) gets more views (10,572) than the city (9,096) and Permutation gets 25,649 and Permian gets 18,367 though the last 2 probably aren't called "Perm" that much and the period derives from the city those meanings also have considerable long-term significance. Google only shows the hairstyle as does Images, Books is split between the hairstyle and city. An alternative target is Perm (city). Crouch, Swale (talk) 18:49, 4 December 2020 (UTC)[reply]

Strong oppose to both - I am floored; this is exactly the situation that WP:NWFCTM was written about. This is a city of more than one million people! Had I ever heard of it before? Nope. But that's my ignorance, nothing more. There is no way that a method of styling hair named Birmingham or Manchester would ever, ever, ever displace those cities from primacy, regardless of page views or Google image results. The fact that our page views are biased towards English speakers does not detract from the long-term educational significance of a city of over a million people. Perm should stay where it is. Am I missing something? A million people is a lot, but fairly small-scale for a modern city. "Fourteenth-largest city in Russia" isn't exactly something that would send you running to make it the primary topic, especially since for locations, natural disambiguation is a thing._{ZXCVBNM (TALK)} 13:53, 10 December 2020 (UTC)[reply]
