Overall: A new and long-enough article. QPQ is unrequired, this s your second DYK. No secondary issues, Earwig marks Violation Unlikely 22.5% but "Close to 20 local and state law enforcement agencies, ambulance services, fire departments and medical helicopter services responded" needs to be reworded as it is the same text that appears in the cited source and it is not a sentence that couldn't be paraphrased.
