Hi, and welcome to Wikipedia. I recently redirected the article Sister Rong, which you created, to the article Qin's Moon. I did this under Wikipedia's general notability guideline, as I don't think that it has "received significant coverage in reliable sources that are independent of the subject", which is the criterion for a topic to deserve a Wikipedia article. However, if you can find some published works in reliable sources (e.g. newspaper or magazine articles) to back up the character's notability, the article can be restored.
