Let me save you a lot of time and tell you that this is not going to happen. If a flower/animal/X is the "state X" of a nation, then it gets a mention in that organism's article; it does not get its own article. You will have zero luck convincing anyone to approach this differently. To expand on this - the way to get that information onto Wikipedia is:

a) find a reliable source that clearly states that X is the state-whatever of the country

b) add the statement to the organism's article and reference it with that source. Do NOT put it into the lede, but in a section "Cultural significance" or similar - likely a section of that type will already be present.

c) add the statement AND the source at a suitable position in the article about the country, wikilinking to the organism article. We do have a number of "State symbols of X" articles that contain lists where such a link should go; e.g. the one for Pakistan. If you want to set one up for Kashmir, go ahead; in layout and form, please orient yourself on those that already exist.

d) if you want "National X of Y" to be a searchable term, you can create a WP:REDIRECT. Here [1] is the one for the national flower of India. The entire content of a redirect is basically "#REDIRECT [[name of target article]]".

e) do NOT suggest mergers of the organism article to anything else. The species article is the primary topic; national symbol status is just a facet that can be mentioned but will not be the article subject.
