If the issue requires privacy, you can contact Wikipedia's volunteer response team via email (info-en@wikimedia.org). You may well be directed back to the relevant talk page on Wikipedia, though - they do not take positions in content disputes or deletion discussions, for example.
If you want to contact a specific user privately, many have activated the email feature and if you have also provided an email address in your preferences you will find a "Email this user" link in the left sidebar on those users' user and user talk pages (see for example my user page). However, I will generally not reply via email, and if the issue is a general one that does not require privacy, it's generally preferred to keep all conversations on the wiki.
