G'day, PM, do you have a copy of Freeman's book (Hurcombe's Hungry Half Hundred) to hand? If so, I wonder if you might be keen to expand the 50th Battalion (Australia) article a little? Yugoslav destroyer Dubrovnik

Hi, I'm scheduling WP:TFA for April. I noticed that you have listed the destroyer at WP:TFARP for 24 April, but I have another article that I'm going to run in that slot. I see that the date refers to the scuttling of the ship, but I notice that there are two other articles from this topic listed at WP:FANDC that are not date-linked, so I could run the article on 26 (or 27 or 29) if you don't mind losing the date link for the destroyer too. Alternatively I could run one of the other Yugoslavian boats.

Let me know what you think as soon as possible. Incidentally, there are three coordinators rotating months, so I can't guarantee anything for month I'm not responsible for Jimfbleak - talk to me? 11:42, 23 March 2018 (UTC)

April 2018 Milhist Backlog Drive

G'day all, please be advised that throughout April 2018 the Military history Wikiproject is running its annual backlog elimination drive. This will focus on several key areas:

  • tagging and assessing articles that fall within the project's scope
  • adding or improving listed resources on Milhist's task force pages
  • updating the open tasks template on Milhist's task force pages
  • creating articles that are listed as "requested" on the project's various lists of missing articles.

As with past Milhist drives, there are points awarded for working on articles in the targeted areas, with barnstars being awarded at the end for different levels of achievement.

The drive is open to all Wikipedians, not just members of the Military history project, although only work on articles that fall (broadly) within the scope of military history will be considered eligible. This year, the Military history project would like to extend a specific welcome to members of Wikipedia:WikiProject Women in Red, and we would like to encourage all participants to consider working on helping to improve our coverage of women in the military. This is not the sole focus of the edit-a-thon, though, and there are aspects that hopefully will appeal to pretty much everyone.

The drive starts at 00:01 UTC on 1 April and runs until 23:59 UTC on 30 April 2018. Those interested in participating can sign up here.

Guideline and policy news

  • Administrators who have been desysopped due to inactivity are now required to have performed at least one (logged) administrative action in the past 5 years in order to qualify for a resysop without going through a new RfA.
  • Editors who have been found to have engaged in sockpuppetry on at least two occasions after an initial indefinite block, for whatever reason, are now automatically considered banned by the community without the need to start a ban discussion.
  • The notability guideline for organizations and companies has been substantially rewritten following the closure of this request for comment. Among the changes, the guideline more clearly defines the sourcing requirements needed for organizations and companies to be considered notable.
  • The six-month autoconfirmed article creation trial (ACTRIAL) ended on 14 March 2018. The post-trial research report has been published. A request for comment is now underway to determine whether the restrictions from ACTRIAL should be implemented permanently.

  • The Arbitration Committee is considering a change to the discretionary sanctions procedures which would require an editor to appeal a sanction to the community at WP:AE or WP:AN prior to appealing directly to the Arbitration Committee at WP:ARCA.

Miscellaneous

  • A discussion has closed which concluded that administrators are not required to enable email, though many editors suggested doing so as a matter of best practice.
  • The Foundations' Anti-Harassment Tools team has released the Interaction Timeline. This shows a chronologic history for two users on pages where they have both made edits, which may be helpful in identifying sockpuppetry and investigating editing disputes.

Yugoslavia WW2

Good day

I stumbled across your edits for the '1st Cossack Cavalry Division' page, and saw that you also show a great interest in the Balkans and the happenings there during WW2. I am busy doing research on the 1st Cossack Division for reenactment purposes, specifically for their deployment to Yugoslavia - are there any books or reading material that you could recommend on the topic?

G'day Ctenizidae. Reliable detailed sources on the Cossacks are hard to find, as most are written by sympathetic emigres or former Partisans, and are likely to be biased one way or another. Newland is probably one of the better ones if you can locate a copy. Tomasevich only mentions them in passing a few times, other sources include the Osprey series. TFA

Thank you for another one, Yugoslav destroyer Dubrovnik, " the flotilla leader (large destroyer) Dubrovnik, a British-designed ship that was the de facto flagship of the Royal Yugoslav Navy during the late interwar period, and saw service under three flags during World War II. She conveyed King Alexander home after he was assassinated at Marseilles in 1934, and was captured by the Italians at the Bay of Kotor during the April 1941 Axis invasion of Yugoslavia. As Premuda she was the most important and effective Italian war prize ship of World War II, doing duty on as an escort on over 100 North Africa supply runs. After the Italian surrender, she saw service with the German Navy as TA 32, during which she notably clashed with Royal Navy ships in the Battle of the Ligurian Sea. Guideline and policy news

  • The ability to create articles directly in mainspace is now indefinitely restricted to autoconfirmed users.
  • A proposal is being discussed which would create a new "event coordinator" right that would allow users to temporarily add the "confirmed" flag to new user accounts and to create many new user accounts without being hindered by a rate limit.

Technical news

  • AbuseFilter has received numerous improvements, including an OOUI overhaul, syntax highlighting, ability to search existing filters, and a few new functions. In particular, the search feature can be used to ensure there aren't existing filters for what you need, and the new equals_to_any function can be used when checking multiple namespaces. One major upcoming change is the ability to see which filters are the slowest. This information is currently only available to those with access to Logstash.
  • When blocking anonymous users, a cookie will be applied that reloads the block if the user changes their IP. This means in most cases, you may no longer need to do /64 range blocks on residential IPv6 addresses in order to effectively block the end user. It will also help combat abuse from IP hoppers in general. This currently only occurs when hard-blocking accounts.
  • The block notice shown on mobile will soon be more informative and point users to a help page on how to request an unblock, just as it currently does on desktop.
  • There will soon be a calendar widget at Special:Block, making it easier to set expiries for a specific date and time.

  • Lankiveil (Craig Franklin) passed away in mid-April. Lankiveil joined Wikipedia on 12 August 2004 and became an administrator on 31 August 2008. During his time with the Wikimedia community, Lankiveil served as an oversighter for the English Wikipedia and as president of Wikimedia Australia.

Hi Peacemaker. Thanks for checking over Constantine Dalassenos (duke of Antioch). Yes, it should be Duke, but changing it is pushing my Wiki-skill set. I have had a go, but would be grateful if you could look it over.

Serbian Nationalists

For the past year, there has been an anonymous parasite jumping from IP adress to IP adress as "a mobile user" manipulating Balkan related articles. Is there something that can be done about these chavs? Look at yhe Chetnik and WWII in Yugoslavia pages for example. Never seen such a dedicated revisionist before. Technical news

  • IP-based cookie blocks should be deployed to English Wikipedia in June. This will cause the block of a logged-out user to be reloaded if they change IPs. This means in most cases, you may no longer need to do /64 range blocks on residential IPv6 addresses in order to effectively block the end user. It will also help combat abuse from IP hoppers in general. For the time being, it only affects users of the desktop interface.
  • The Wikimedia Foundation's Anti-Harassment Tools team will build granular types of blocks in 2018 (e.g. a block from uploading or editing specific pages, categories, or namespaces, as opposed to a full-site block). Feedback on the concept may be left at the talk page.
  • There is now a checkbox on Special:ListUsers to let you see only users in temporary user groups.
  • It is now easier for blocked mobile users to see why they were blocked.

Arbitration

  • A recent technical issue with the Arbitration Committee's spam filter inadvertently caused all messages sent to the committee through Wikipedia (i.e. Special:EmailUser/Arbitration Committee) to be discarded. If you attempted to send an email to the Arbitration Committee via Wikipedia between May 16 and May 31, your message was not received and you are encouraged to resend it. Messages sent outside of these dates or directly to the Arbitration Committee email address were not affected by this issue.

July Military history backlog drive: Russian translation project?

Hi! You probably don't know me, but I've written over 80 World War II related articles and have noticed a serious backlog and lack of coverage of topics mostly covered in Russian. (Soviet censorship certainly didn't help with this issue). For next month's missing article drive, could it be dedicated to translation from Russian Wikipedia? Some pretty major and/or interesting things like ru:Новороссийско-Таманская операция, ru:Воздушные сражения на Кубани (1943), ru:Новороссийская операция (1943), ru:Темрюкский десант, ru:Десант на мыс Тархан, ru:4-я стрелковая дивизия внутренних войск НКВД (one of the most atrocious divisions of the NKVD), ru:Гиль, Владимир Владимирович, ru:Клочков, Иван Фролович, ru:Черных, Сергей Александрович, ru:Антилевский, Бронислав Романович, ru:Лунин, Борис Николаевич, ru:Грабский, Михаил Исаакович, ru:Косса, Михаил Ильич don't have English articles, but I couldn't find a page for listing missing articles and their Wikidata items. (I would like to create one, should it be something like "Wikipedia:WikiProject Military history/missing articles" or "Wikipedia:WikiProject Military history/articles missing in English"?) All the to-do lists are respective to task forces, and despite the Wikiproject having a lot of members it seems like there is very little encouragement of the development of topics under-represented in English. I hope we dedicate July or August to Russian-language topics. English Wiki really needs to increase coverage of the USSR in WWII, from purges of the Air Force to military campaigns.--PlanespotterA320 (talk) 20:01, 30 June 2018 (UTC)

G'day Planespotter, thanks for getting in touch. I agree that Russian topics are unrepresented on en WP, as are Yugoslav ones (which I work on). In my view this is a result of the language obstacles when most editors don't understand languages other than English, and most of the sources are in such a language. We do have a few who work on Russian topics though, for example, Kges1901, who maintains a list of missing topics here. You might like to get in touch and collaborate on some articles? Sock

Hi Peacemaker67. A CheckUser concluded that Adoniosis belonged to VJ-Yugo who has a long history of socking and vandalizing Yugoslavia articles. Since you patrol many articles of wars in Bosnia, Croatia, Serbia, and Kosovo, whenever you see new accounts warring, accusing other editors for being anti-Serb, and deleting warnings from their talk page, compare them with the evidence present here. Ktrimi991 I should have added that I couldn't take admin action regarding Adoniosis because I largely wrote the article they were edit-warring on (so I was therefore "involved"), but I don't watchlist a lot of more recent Yugo-related articles (being personally familiar with the Bosnian War in particular, I try to keep it at arm's length), so if you see anything similar that looks like it needs admin attention, feel free to ping me.   • An RfC about the deletion of drafts closed with a consensus to change the wording of WP:NMFD. Specifically, a draft that has been repeatedly resubmitted and declined at AfC without any substantial improvement may be deleted at MfD if consensus determines that it is unlikely to ever meet the requirements for mainspace and it otherwise meets one of the reasons for deletion outlined in the deletion policy.
  • A request for comment closed with a consensus that the {{promising draft}} template cannot be used to indefinitely prevent a WP:G13 speedy deletion nomination.

Technical news

  • Starting on July 9, the WMF Security team, Trust & Safety, and the broader technical community will be seeking input on an upcoming change that will restrict editing of site-wide JavaScript and CSS to a new technical administrators user group. Bureaucrats and stewards will be able to grant this right per a community-defined process. The intention is to reduce the number of accounts who can edit frontend code to those who actually need to, which in turn lessens the risk of malicious code being added that compromises the security and privacy of everyone who accesses Wikipedia. For more information, please review the FAQ.
  • Syntax highlighting has been graduated from a Beta feature on the English Wikipedia. To enable this feature, click the highlighter icon () in your editing toolbar (or under the hamburger menu in the 2017 wikitext editor). This feature can help prevent you from making mistakes when editing complex templates.
  • IP-based cookie blocks should be deployed to English Wikipedia in July (previously scheduled for June). This will cause the block of a logged-out user to be reloaded if they change IPs. This means in most cases, you may no longer need to do /64 range blocks on residential IPv6 addresses in order to effectively block the end user. It will also help combat abuse from IP hoppers in general. For the time being, it only affects users of the desktop interface.

  • Currently around 20% of admins have enabled two-factor authentication, up from 17% a year ago. If you haven't already enabled it, please consider doing so. Regardless if you use 2FA, please practice appropriate account security by ensuring your password is secure and unique to Wikimedia.

Hello Peacemaker67. This IP editor might be getting close to a block, I particularly noticed this removal from the Protectorate article, with the edit summary 'Got rid of Propaganda'. They did this twice:

Not on proposed title change to

I note you proposed another alternative to my proposed title, "Nazi genocide against the Polish people." Well-founded though your version is, I think any verison that includes the term genocide is likely to fail, even though it shouldn't.

Hope you do not mind, but after seeing you over at John B. Magruder tidying up some references (thanks by the way) I “stalked” you a little and read some of your FAs and GAs. Interesting content on Yugoslavia during World War II; a book I am reading—Death of the Wehrmacht—touched on Operation 25 to explain Kesselschlacht. Are there any books you recommend on Yugoslavia in WWII, particularly during the occupation?TheGracefulSlick (talk) 05:56, 25 July 2018 (UTC)

No problem and thanks. Kesselschlacht was definitely a major factor in Operation 25. As you can probably tell, Yugoslavia in WWII is my main area of editing interest. In English, it is hard to go past Tomasevich's 2001 book, which examines the various bits Yugoslavia was chopped up into, particularly the Axis puppet Independent State of Croatia and the genocidal campaign it ran against Serbs, Jews and Roma. Pavlowitch's Hitler's New Disorder and Hoare's Genocide and Resistance in Hitler's Bosnia are also quality sources on this period (and not as hefty as Tomasevich). Tomasevich's 1975 work on the Chetniks is also worth a read. It is a great shame he died before completing his planned book on the Partisans. Today, thank you for Maurice Wilder-Neligan, "an English-born Australian Army soldier of WWI who rose from the rank of private to command a battalion during the latter stages of the war. A superior tactician, one of his attacks was described as "the best show ever done by a battalion in France". He was also an eccentric character, once chasing his officers off a parade ground on horseback to show his displeasure with their efforts at drill. Guideline and policy news

  • After a discussion at Meta, a new user group called "interface administrators" (formerly "technical administrator") has been created. Come the end of August, interface admins will be the only users able to edit site-wide JavaScript and CSS pages like MediaWiki:Common.js and MediaWiki:Common.css, or edit other user's personal JavaScript and CSS. The intention is to improve security and privacy by reducing the number of accounts which could be used to compromise the site or another user's account through malicious code. The new user group can be assigned and revoked by bureaucrats. Discussion is ongoing to establish details for implementing the group on the English Wikipedia.
  • Following a request for comment, the WP:SISTER style guideline now states that in the mainspace, interwiki links to Wikinews should only be made as per the external links guideline. This generally means that within the body of an article, you should not link to Wikinews about a particular event that is only a part of the larger topic. Wikinews links in "external links" sections can be used where helpful, but not automatically if an equivalent article from a reliable news outlet could be linked in the same manner.

Hi, Peacemaker! I saw your suggestion to merge the article World War II in Yugoslav Macedonia to its parent subject (I know, right? How prompt) and I agree that a merge is necessary and overdue. I originally created the article and it quickly became -- as they invariably do -- a cesspit of nationalist propaganda, so I avoided it like the plague (and subsequently Wikipedia, for that matter). It still remains an eye sore so I would like to know where you presently stand on this matter? And whether we can work towards finally actualising what has been a priority for some years? Regards. If I see the article was created by User:Frightner who was blocked on 9 October 2007 by User:Fish and karate with an expiration time of indefinite, because attempting to harass other users. Gentlemen, you can't fight in here! This is the War Room! My view is that all these articles using geographical boundaries of post-war subdivisions of Yugoslavia are ahistorical, and should be covered under the various annexed and occupied territories, but I am not focussed on that now, and in the interim, the existing article is as good a place as any to collect the information about the area of Yugoslavia that was annexed by Albania and Bulgaria. An arbitration case regarding German war effort articles has now closed and the final decision is viewable at the link above. The following remedies have been enacted:

  1. For engaging in harassment of other users, LargelyRecyclable is indefinitely banned from the English Wikipedia under any account.
  2. Cinderella157 is topic banned from the history of Germany from 1932 to 1945, broadly construed. This topic ban may be appealed after six months have elapsed and every six months thereafter.
  3. Auntieruth55 is reminded that project coordinators have no special roles in a content dispute, and that featured articles are not immune to sourcing problems.
  4. Editors are reminded that consensus-building is key to the purpose and development of Wikipedia. The most reliable sources should be used instead of questionable sourcing whenever possible, especially when dealing with sensitive topics. Long-term disagreement over local consensus in a topic area should be resolved through soliciting comments from the wider community, instead of being re-litigated persistently at the local level.
  5. While certain specific user-conduct issues have been identified in this decision, for the most part the underlying issue is a content dispute as to how, for example, the military records of World War II-era German military officers can be presented to the same extent as military records of officers from other periods, while placing their records and actions in the appropriate overall historical context. For better or worse, the Arbitration Committee is neither authorized nor qualified to resolve this content dispute, beyond enforcing general precepts such as those requiring reliable sourcing, due weighting, and avoidance of personal attacks. Nor does Wikipedia have any other editorial body authorized to dictate precisely how the articles should read outside the ordinary editing process. Hi Adam, as I said, I'm happy to help if you go through the process of determining what the common names are for these regiments. I think that perhaps you should use the usual Requested Moves process, as I am concerned that you are just wanting to move them to whatever the NPS says, and I don't think that is the right way to approach it.   • Adam, we need to do a survey of what these units are called in reliable sources. There isn't going to be a "proof", they will be called different names in different sources. Once we have that for each regiment, we'll be in a position to determine the common name and can decide article titles. Until then, not so much.   • I know. My mistake. Sometimes I get "hot headed" is when I'm frustrated and I couldn't do much. As I said above, the only sources I have is the National Park Service and Dyer Compendiums. This looks to me (as an Aussie with no idea about the ACW) to be a highly complex area, with many regiments having multiple names in their short histories. @Adamdaley: You own the Compendiums. I remember you chasing down a copy at the same time I got mine. In fact, here's your confirmation of getting them delivered first: User talk:MarcusBritish/Archive 6#Compendiums. So why don't you stop being a big girl's blouse worrying about what other people are doing, buckle down and use them yourself to get the job done! And instead of complaining about what "different sources" say, use that most notable one that literally compiles official war records into one comprehensive accurate source. As Peacemaker67 said: pinging people just so they can be aware that you're making off-hand remarks about them, rather than inviting them to a civil discussion, literally amounts to WP:HARASSMENT. Personally, I couldn't give a toss what you think about me, but I suggest you stop before you bother someone who does. Such behaviour is beneath you. As for having OCD, maybe you should learn to control it better, instead of letting it influence your ability to apply some common sense to these situations. This charade only proves that you don't work well when you get yourself all worked up. You keep asking for people to prove their advice by helping you. Load of nonsense! Advice is something you either take or leave because you asked for it. Dyer's Compendium is available online now at the Internet Archive, so everyone can have a copy now. [1]. Honestly the issue here is that Dyer used a naming system that was used by some state Adjutant General reports such as 81st Regiment Infantry instead of 81st Illinois Infantry. However, the original Dyer naming system is not what is used in the secondary sources; most secondary sources use 81st Illinois Infantry rather than 81st Regiment Illinois Infantry. (comparing google books searches [2] and [3])Kges1901 (talk) 09:48, 17 August 2018 (UTC)

  • I don't have a problem with you MarcusBritish. I stated that you had a copy and had done a table of them where I had updated some of them on their new assessment you had them with their rating. Which of course you'll see in the history. I possibly even stated that you were not interested in doing the ACW Regiments and I understand. That's fine with me. As I also stated I found the U.S. Archives confusing and was hoping someone would do a search on my behalf to show me there were other options to explore. Unfortunately, KGES1901 was moving some Regiments and I was unable to do a full move and wanted some admin help. Adamdaley (talk) 09:59, 17 August 2018 (UTC)
@Kges1901: I could be wrong but it sounds to me like it depends on your location how you refer to a unit. By which I mean: in-state or out-of-state. If you live in Illinois you might well just refer to a local regiment as the 81st Regiment Infantry, but if you're in another state then you'd need to say 81st Illinois Infantry to disambiguate it from the other states in the U.S. any of which might also have an 81st regiment. Or it could simply be that Dyer organised regiments by listing them under state headings, and so removed the state name for ease of reading and to save space. Especially when you consider that he manually typed the entire Compendium himself. Just a thought. Same with secondary sources: historians need to include the state as an identifier. Which makes me wonder if there is a two-fold naming convention, that in-state officials and federal officials use for unit identification. — Marcus(talk) 10:32, 17 August 2018 (UTC)
@MarcusBritish: You are correct about Dyer. I have noticed that sources published during the Civil War in state sometimes omit the state name, but postwar even in state sources use the state name. @Kges1901: Then I would suggest those of you working on the ACW regiments determine a suitable naming convention and use MILHIST to create a consensus for any proposed formats in order to identify which one would work best for Wikipedia and aid editors/readers in identifying units. That might lead to a more productive discussion or debate than those to date, which could attract "silent" editors and help @Adamdaley identify ACW-related article editors, since anyone who might support/oppose proposed formats might be willing to help him organise the articles better than sit quietly on the side-lines then whinge whenever he tries to do anything. Just because we have a couple of policies and MOS formats in place doesn't mean you can't propose another specifically for ACW units. Afterall, we're not talking just a handful of articles here, but literally hundreds. I mean, why do units from a 19th century war have to be named in accordance with the way units are named in the 21st century? Guideline and policy news

  • Following a "stop-gap" discussion, six users have temporarily been made interface administrators while discussion is ongoing for a more permanent process for assigning the permission. Interface administrators are now the only editors allowed to edit sitewide CSS and JavaScript pages, as well as CSS/JS pages in another user's userspace. Previously, all administrators had this ability. The right can be granted and revoked by bureaucrats.

Technical news

  • Because of a data centre test you will be able to read but not edit the wikis for up to an hour on 12 September and 10 October. This will start at 14:00 (UTC). You might lose edits if you try to save during this time. The time when you can't edit might be shorter than an hour.
  • Some abuse filter variables have changed. They are now easier to understand for non-experts. The old variables will still work but filter editors are encouraged to replace them with the new ones. You can find the list of changed variables on mediawiki.org. They have a note which says Deprecated. Use ... instead. An example is article_text which is now page_title.
  • Abuse filters can now use how old a page is. The variable is page_age.

Arbitration

  • The Arbitration Committee has resolved to perform a round of Checkuser and Oversight appointments. The usernames of all applicants will be shared with the Functionaries team, and they will be requested to assist in the vetting process. The deadline to submit an application is 23:59 UTC, 12 September, and the candidates that move forward will be published on-wiki for community comments on 18 September.

G'day John Cline, thanks for your note. It was not a mistake. I am pretty clearly talking about guiding an article through GAN (and FAC for that matter). I see no evidence of that in their record you have linked (and which I looked at before !voting). The FA and two GAs were nominated and squired through the process by other editors without any involvement by JLAN, and there are only two B-Class articles listed, and only 11 C-Class articles. Anyone can create dozens of Stubs and Start-Class articles, but to really understand content creation you need to put your work through the GAN and FAC processes. Conflict with Eastfarthingan

Hello

I must inform you that the editor Eastfarthingan is making changes in several articles about the war of emancipation in a controversial point.

The articles are the following:

Bolívar's campaign to liberate New Granada

Battle of Carabobo

Battle of Pichincha

Vargas Swamp Battle

Battle of Boyacá

Eastfarthingan knows that there is controversy about it and still insists on its changes without reaching a consensus, clearly seeking to impose his vision by force to the point of wanting to reach a war of editions.

I ask that the articles return to the status prior to the Eastfarthingan editions as a status quo, since the articles were in that form for a good time before the conflict began. If the user wants to make changes in a controversial point that seeks consensus first.

Competition query

Hi Peacemaker67 and good day. I have come across a series of relatively new articles on operations during the Vietnam War, such as Operation Scotland II, which AustralianRupert assessed as C class with the comment "C-class as the lead, Background and Aftermath would need expansion for B class, but otherwise seems quite a tidy, well referenced article." I am inclined to expand the lead, background and aftermath sections of several of these to get them up to B class.

By the letter of the competition rules my reading is that this would most likely make them eligible for entry. However, having worked on a number of entries to the competition, it seems to me that the amount of work involved would be relatively slight. In which case I would be open to an entirely reasonable charge of gaming the system for "cheap points". Having been there before I am wary.

I would appreciate your advice on this. (I am not looking to use a lot of your time nor for a reasoned explanation. A "Forget it." or "Probably ok, if you seem to be pushing it I'll let you know so you can withdraw the article(s)." would be appreciated.) Thanks Gog the Mild (talk) 15:46, 30 September 2018 (UTC)

Another query

Hi Peacemaker. I hope that you don't mind me pestering you with queries. If you do, please say. I do some work for GOCE, occasionally copy editing MilHist articles listed on their Requests page. I would like to check that:

  1. It is OK to contribute to the ACRs and FACs of articles which I have copy edited, so long as I declare this.
  2. It is not OK to assess GANs which I have copy edited.

G'day Gog the Mild. Always happy to answer queries. I often do a light c/e on articles I assess, at any level, mainly to save the time of explaining what it is I think needs tweaking. I then prompt the nom to revert if I've mucked anything up factually. If all you have done with a GOCE c/e is adjust prose, I don't see why you couldn't also do the GAN, and I doubt anyone would object. Technical news

  • Partial blocks should be available for testing in October on the Test Wikipedia and the Beta-Cluster. This new feature allows admins to block users from editing specific pages and in the near-future, namespaces and uploading files. You can expect more updates and an invitation to help with testing once it is available.
  • The Foundations' Anti-Harassment Tools team is currently looking for input on how to measure the effectiveness of blocks. This is in particular related to how they will measure the success of the aforementioned partial blocks.

Arbitration

  • The Arbitration Committee has, by motion, amended the procedure on functionary inactivity.
  • The community consultation for 2018 CheckUser and Oversight appointments has concluded. Appointments will be made by October 11.
  • Following a request for comment, the size of the Arbitration Committee will be decreased to 13 arbitrators, starting in 2019. Additionally, the minimum support percentage required to be appointed to a two-year term on ArbCom has been increased to 60%. ArbCom candidates who receive between 50% and 60% support will be appointed to one-year terms instead.
  • Nominations for the 2018 Arbitration Committee Electoral Commission are being accepted until 12 October. These are the editors who help run the ArbCom election smoothly. If you are interested in volunteering for this role, please consider nominating yourself.

1st West Virginia Cavalry

Thanks for the advice. I will wait a little longer, and if I get no interest I will shorten it. The 1st West Virginia Cavalry is probably the state's most popular Civil War regiment. The state of West Virginia has suffered in recent years because of the decline of the coal mining industry, and has never been a state with lots of prosperity. Crossing the border from Maryland to West Virginia, one can quickly notice the difference. I have always felt that anything I can do that is positive for West Virginia is a good thing, and I wanted to make sure that the regiment that did so much was not shortchanged. That being said, the Early Action, Colonel Richmond, and Gettysburg Campaign sections would be easy to make much shorter. Thanks TwoScars (talk) 19:10, 13 October 2018 (UTC)

The quote "a decision is made and enforced by military means" could be anything done by the administration or bureaucracy as a normal part of its foreign policy. Popped up on the Citation Hunt page for a citation needed. Thank you for today's Yugoslav torpedo boat T5, "a dinky little torpedo boat that started its life in the Austro-Hungarian Navy and served for nearly 50 years under four different flags. She had a busy World War I in the Adriatic before being transferred to the fledgling Kingdom of Serbs, Croats and Slovenes (later Yugoslavia) after the war. She had a fairly uneventful interwar period, but once Yugoslavia was drawn into World War II with the Axis invasion of that country in April 1941 she was put back into service under the Italian flag. Handed back to the Royal Yugoslav Navy-in-exile when the Italians surrendered in 1943, she ended up serving in the post-war communist Yugoslav Navy until 1962."! --Gerda Arendt (talk) 14:27, 25 October 2018 (UTC)
