Request reason:

I don't understand why I have been blocked. I have simply tried to upload an article on an international organisation that works to promote ocean observations and their relevance to society. I am not very familiar with Wikipedia and how it works, or what the reason for this block is. It doesn't appear to be explained anywhere. Please help. Thank you.

It is not for commercial or promotional purposes, just for information. It includes references to many other websites, where the facts can easily be checked.
