Comment: The watermark (www.steadman.info) matches the name (davidgsteadman) on the Flickr account. (the domain name has expired) The EXIF states the photographer is "David Steadman" which matches the name (davidgsteadman) of the Flickr account. The Flickr image pages says it is PD. Thus I conclude this is PD. If the author of the image states it is PD, then one should reasonably conclude the image is PD. -- 67.70.34.69 (talk) 08:32, 25 December 2018 (UTC)
comment The Flickr account was created in 2006 [1] before Flickr added PD in 2015 [2] and the photo itself was created in 2012, so if this was uploaded in 2012, which would seem reasonable, then the license was changed to PD by the account owner, after the change in 2015. So this would be an intentional release into the public domain by the photographer. Thus this would be a {{PD-author}}situation. -- 67.70.34.69 (talk) 09:01, 25 December 2018 (UTC)- PDM is not a license. - That's on Commons, not EN.wiki; Commons doesn't allow people to publish information into the public domain and exist on Commons, from what I see. But it is perfectly legal for a person to do so, and it appears to be so, from the evidence I gathered. Thus, it can uploaded to English Wikipedia under {{PD-author}}, with a {{keep local}} to prevent it moving to Commons and being deleted for not being old or US government, since Commons do not accept people just giving up their own rights to their own photos (what a statement, Commons does not accept someone giving up their own rights, yet it appears to be so). -- 67.70.34.69 (talk) 20:03, 25 December 2018 (UTC)
