Movie c. 1990s, man flees prison village at end[edit]

Movie, circa 1990s, may have been Australian. Probably a dystopian near future, almost a Mad Max scenario I think.

Police guard a sort of captive village. A captive in there, the hero, is trying to escape. At one point he hides behind a shop counter with a gun while the shopkeeper talks to a police officer / prison guard. At the end, he steals an ATV, crashes the gate, and speeds away, hysterical with happiness as he drives. (Unlike most such movies, he escapes alone).
