  • Without Wikipedia mentioning the failure of the 1991 luxury tax, the Wikipedia Luxury Tax history and how people behave when they feel they are taxed excessively is incomplete.

I don't have facts in front of me but some estimate 300,000 to 600,000 lost jobs. Number of reported jobs lost was much smaller but not counted were sub-contractors to yacht builders and thousands of workers in marinas that work on new boats to install VHF, loran (GPS, knotmeters, depthfinders, auxiliary generators, air conditioners and other systems on yachts. Some sailboats not equipped with wheel steering from the factory had technicians install wheel steering, autopilots. Adding cold plate refrigeration gave added ability to use the boat for longer distances from land without resorting to canned goods and cooking breads, etc.

Also at the time even an inexpensive Cessna 152 or Cessna 172 had an added cost of $20K each airplane to pay for insurance against lawsuits, the 10% tax forded Cessna, Piper and other aircraft manufacturers to close down light airplane construction. Boat owners were forced to buy used boats to upgrade or buy a boat outside America and take vacations on it. Some kept a new boat delivered outside America for 90 days since after that it was classified as a used boat. What congress didn't consider is some people buy boats to live in. Thousands of boat owners buy a boat to live on instead of a home. But when told they must pay a 10% luxury tax to buy a home they chose to not buy new or bought outside America. Why should anyone pay 10% more for a boat home than buying a home or motor home to live in? Why didn't congress just pass a law mandating stupid people raise a red flag with a halyard or put one on a stern of a boat if you pay the tax?

The Congressional Joint Tax Committee estimated the luxury tax will raise $6 million from airplane sales alone for fiscal 1991. The actual take was only $53,000 and this does not include unemployment taxes paid out. The tax destroyed the boat-building business. Legislators from Maine and Maryland, led the repeal effort. People who wanted to buy new airplanes did not buy them, workers who would have been employed building the airplanes were idle, and the government got next to no revenue.

New State Boat Taxes Could Kill an Industry - boat.test.com 03/04/2009 New York’s Governor Paterson has proposed a 5% tax on new boat sales in December and we’re concerned that not only New York might implement it, but that other states may copycat the idea. Already a bill has been introduced into the Illinois state legislature and been swatted down just as fast because it was an obvious job killer. In 1991 to 1993 over 500,000 people lost their jobs in the marine industry thanks to the 10% boat tax, and many boat builders and dealers went out of business. Congress repealed this mis-guided, job-killing tax in 1993, but much of the industry never recovered. Will your state be the next one to consider a boat tax?

President Barack Obama has called for a luxury tax on corporate jets as a means to generate revenue to fight federal deficits. The president's economic advisers ought to be fired for not telling him that doing so is unwise and counterproductive. They might have already told him so, only to have the president say, "Look, I know you're right, but I'm exploiting the public's envy of the rich!" Let's look at what happened when Obama's predecessor George H.W. Bush signed the Omnibus Budget Reconciliation Act of 1990 and broke his "read my lips" vow not to agree to new taxes.

When Congress imposed a 10 percent luxury tax on yachts, private airplanes and expensive automobiles, Sen. Ted Kennedy and then-Senate Majority Leader George Mitchell crowed publicly about how the rich would finally be paying their fair share of taxes. What actually happened is laid out in a Heartland Institute blog post by Edmund Contoski titled "Economically illiterate Obama, re: Corporate Jets" (7/12/2011).

Within eight months after the change in the law took effect, Viking Yachts, the largest U.S. yacht manufacturer, laid off 1,140 of its 1,400 employees and closed one of its two manufacturing plants. Before it was all over, Viking Yachts was down to 68 employees. In the first year, one-third of U.S. yacht-building companies stopped production, and according to a report by the congressional Joint Economic Committee, the industry lost 7,600 jobs. When it was over, 25,000 workers had lost their jobs building yachts, and 75,000 more jobs were lost in companies that supplied yacht parts and material. Ocean Yachts trimmed its workforce from 350 to 50. Egg Harbor Yachts went from 200 employees to five and later filed for bankruptcy. The U.S., which had been a net exporter of yachts, became a net importer as U.S. companies closed. Jobs shifted to companies in Europe and the Bahamas.

AD FEEDBACK The U.S. Treasury collected zero revenue from the sales driven overseas.

Back then, Congress told us that the luxury tax on boats, aircraft and jewelry would raise $31 million in revenue a year. Instead, the tax destroyed 330 jobs in jewelry manufacturing and 1,470 in the aircraft industry, in addition to the thousands destroyed in the yacht industry. Those job losses cost the government a total of $24.2 million in unemployment benefits and lost income tax revenues. The net effect of the luxury tax was a loss of $7.6 million in fiscal 1991, which means Congress' projection was off by $38.6 million. The Joint Economic Committee concluded that the value of jobs lost in just the first six months of the luxury tax was $159.6 million.

Congress repealed the luxury tax in 1993 after realizing it was a job killer and raised little net revenue. Why did congressional dreams of greater revenues turn into a nightmare? Kennedy, Mitchell and their congressional colleagues simply assumed that the rich would act the same after the imposition of the luxury tax as they did before and that the only difference would be more money in the government's coffers. Like most politicians then and now, they had what economists call a zero-elasticity vision of the world, a fancy way of saying they believed that people do not respond to price changes. People always respond to price changes. The only debatable issue is how much and over what period.

Here's my question for you: Is it likely that in the two decades since 1990, American human nature has changed? If Congress imposes a luxury tax on corporate jets and other luxury items, will Americans behave differently this time? In other words, can we expect federal tax revenues to rise and unemployment to fall as a result of Obama's tax proposal?

I don't believe that Obama is dumb enough to believe that a tax on corporate jets would be a revenue generator. His agenda is to inspire envy and resentment against wealthy Americans as a tool in pursuit of his higher-tax agenda.

Thank you for this feedback. I think the help page already covers your first point, after "Section editing" where it says "Details of the edit should be added after this text." I'm not sure whether the diagram would be clearer with or without an example section name.   • who ever wrote this article appears to be speaking the local dialect which tends to 'omit' most vowels from the spoken words. i would love to help further as i'm very interested in the history of the village for my own family tree, however i'm not computer savvy so free text would probably be the only way i could do this. thanks

You can add this because the Illumianti goes farther back than Bavaria .   • I swam at Fleishacker pool back in the 1950's and participated in the 1958 All-City (high school) swim meet there. They used rather large wooden rowboats, rather than kayaks, to handle swimmers in trouble, etc. They were tied up alongside the western pool walls.

How can we make it better ? My daughter was diagnosed with CGCG in 2010. I don't know how to edit these pages and don't want to mess them up; however, some additional information you may want to include
CGCG is very rare. There is no known cause or standard treatment protocal. It can be life threatening if left untreated as it can block the airway or impact a person's abiltiy to eat. Even the quotes made by Andrew Weil are specific to dark field. It is misleading and inaccurate. the person who wrote this page is extremely bios and un-educated in this field. Yes- there are some "practitioners" who use this unethically - just like there are some MD's who prescribe pain medications unethically. The definition of this would be like a Wiki search for prescription medication with the wiki definition saying: typically overused and sold on streets. Yes it happens, but is not a definition of WHAT a prescription drug is.

Additionally, some facts would be that Eastern countries such as Japan, Singapore, etc STILL use this as a DIAGNOSTIC tool. That it is the viewing of live blood. It was used in the United States in the 1920's prior to the saturation of prescription medications. There are actually many interesting FACTS about it.

If you listen to Tony Robbins - even on his Personal Power CD's, he promotes live blood morphology. No mention of that in this article?? or anyone else who recommends it?

I agree that it is not used as "diagnostic tool" in the US, but Wiki is SUPPOSED to be a place for definitions and INFORMATION, not a critics view. There is absolutely NO information about what it actually is, only quotes about Dark field morphology.
